No Alderman Office

Not too long ago I started to play Patrician 3 again. When I became a mayor I decided to take the Alderman mission where you build a town. Some time after that I realized that there is no Aldermans office option available anymore. Is this a bug or will it appear again?

Sorry I forgot to mention that I got a message saying that the mission was successfully completed and it's still not there.
Also it's good to see that the forum is not dead


Edit: Ok its there I just have to visit the Alderman town.
I played this game for long time in the past and even now every time the Alderman office was in my hometown so I didn't know I have to visit his town.
